期待G20杭州峰会提出绿色增长方案

     盼中国保持强劲增长 愿为“中国制造2025”做更多

　“德国经济界期盼中国保持强劲的经济增长。”谈及德中经济领域合作，博乐仁表示，两国已绘就了携手共同开启未来制造业这一宏伟蓝图，因此双方务必从以下方面努力实现“工业4.0”与“中国制造2025”更加紧密的相互对接：两国应该共同打造一套可以嵌入至全球制造业体系当中的标准化系统；对于已经由中国政府倡导的对接示范项目，双方应该在目前已有基础上进一步加大合作强度；同时，两国还应该培养一批面向未来制造业的专才。

　“在这当中，有一点是明确无误的：要想创造更高的附加值，中国必须为其制造业从业者提供未来所必备的知识和技能。”博乐仁认为，德国的“双元制”职业教育体系可扮演供中方学习借鉴的榜样。

　“西门子从很多年前开始就已参与到德中职业教育合作中，在如今的‘工业4.0’对接‘中国制造2025’框架下，我们将发挥更多作用。”

　不担心中企并购库卡 德中关系是G20重要动能

　中国美的今年宣布寻求控股德国“工业4.0”领域另一著名企业库卡集团，在德国国内引发议论。对此，博乐仁的态度明显是乐观的。

　“中国美的并购德国库卡的案例说明了德国企业及其技术是多么地受人追捧。”博乐仁认为无需对此过虑，“在当今各国市场自由化和世界经济全球化的条件下，我们并不认为这一类型的交易会带来麻烦”，“毕竟我们不能忘记，德国本身从全球化当中获益的程度是世所罕见的。”

　外界亦注意到，当前中德两国在G20国家中围绕财金政策等领域不乏“惺惺相惜”之处。博乐仁认为，德国和中国在G20国家中的作用，主要体现在两国同属全球贸易重要支柱，并且为G20国家层面的交流提供了重要的“动能”。

　“创新不仅在中国经济增长战略中扮演核心角色，对于德国同样如此。”博乐仁表示，两国能够通过在高科技领域打造紧密的创新伙伴关系，从而使得双方都从中获益。

　当前，一些国家和地区出现了贸易和投资保护主义抬头的倾向。博乐仁亦提醒，只有在开放市场、公平竞争的环境下，上述创新伙伴关系才可能走向深入。

    “对于杭州峰会，我特别期待能够提出一个节约资源并对环境友好的增长方案。”德国西门子股份公司管理委员会成员博乐仁(Dr.Roland Busch)近日接受中新社记者独家专访时表达了上述愿景。他同时还传递了德国经济界的心声：期盼中国保持强劲的经济增长。

　西门子是德国最著名的世界500强企业之一，同时也是德国“工业4.0平台”领导小组成员，被视为德国“工业4.0”战略的先行者。

　作为管委会成员，博乐仁主管西门子亚洲及澳大利亚地区业务，并负责这家全球工业巨头的能源管理、楼宇科技、交通、建筑技术等几大板块以及可持续发展。

　G20有望给出资源环境友好型增长方案

　在博乐仁看来，G20首先是一个讨论如何振兴全球经济的论坛，“避免全球经济的动能陷入枯竭是其题中之义”。

　“去年联合国气候大会巴黎会议的成果表明，各国已经选定了一条正确的道路。现在万事齐备，只缺将《巴黎协定》转化为具体的措施，并在此同时确保全球经济保持相应的增长水平。”博乐仁认为，在这一阶段，如何提升资源利用效率对于谋划接下来的战略显得至关重要，“只有增加技术投入，才是可行之道”。

　为了实现上述愿景，博乐仁表示，西门子在本届杭州G20峰会上将派出代表参与到相关工作组的议程当中。
